In recent years the European Commission has approved and published several documents related to Research and Higher Education in Europe and to the international mobility of Researchers.

The Communications of the Commission have often underlined the objectives of structuring, strengthening and increasing the value of an overall "European" system for Research and Higher Education, which should involve universities as well as private and public research centres, through the commitment of the Member States.

Most of the policy efforts and actions undertaken in the research sector (including the Sixth Framework Programme for R&D) have been set up following the strategy laid down in the Presidency Conclusions of the Lisbon European Council held in March 2000, known also as "The Lisbon strategy".

One of the most important goals identified for the Union was "to become the most competitive and dynamic knowledge-based economy in the world, capable of sustainable economic growth with more and better jobs and greater social cohesion".

Preparing the transition to a knowledge-based economy and society by better policies for the information society and R&D was identified as one of the essential strategies to be put in place in order to reach this goal.

Those objectives were reaffirmed in the 2002 Presidency Conclusions of the Barcelona European Council , where Heads of State and Government agreed that investment in European R&D should be increased with the aim of approaching 3% of GDP by 2010.
